At the afternoon of October 19, BAST held an (extended) meeting of Party history learning and education leadership group to convey and study the spirit of related documents issued by the Party history learning and education leadership groups and offices of the CPC Central Committee and municipal Party committee, debrief the previous phase of Party history learning and education, study and plan for the next phase of Party history learning and education. Secretary of Leading Party Members’ Group and head of Party history learning and education leadership group Shen Jie chaired and made a speech at the meeting, which was attended by leader of the 10th steering group of municipal Party committee for Party history learning and education Gu Zhangfei, leaders of BAST and members of the Party history learning and education leadership groups. 

Since the beginning of Party history learning and education drive, BAST has been firmly carrying out decisions and arrangements made by the CPC Central Committee and work requirements of the municipal Party committee, focusing on making the “specified moves” and finding its own ways to make achievements in a top-down and innovative manner by closely aligning itself with the objectives and requirements of “learning history to gain wisdom, confidence, morality and results”, seriously planning for and advancing various efforts and making remarkable distinctive achievements.

Gu Zhangfei fully recognized the achievements made by BAST in the previous phase of Party history learning and education, and made arrangements for the priorities of the next phase in light of the guidance instructions of the CPC Central Committee and the municipal Party committee. 

Shen Jie emphasized in her wrap-up speech that, firstly, we need to raise political stance, study hard and deep and further the Party history learning and education effort. We need to work closely on the “six further steps” requirements, continuously and deeply study the spirit of important speeches of General Secretary Xi Jinping, intensify study and discussion and form a synergistic effect. Secondly, we need to create good political ecosystem and endeavor to advocate morality and integrity. We need to carry out the tenet of the citywide warning education conference, ensure proper related rectifications such as the municipal Party committee’s special inspections, learn lessons, establish new systems and rules, tightly perform the political responsibility for the Party’s management and self-governance, and continuously increase political judgment, apprehension and execution. Thirdly, we need to deepen the practice of “doing practical things for the mass”, deeply reach out to the primary-level organizations and individuals, come closer to scientists and technologies and ordinary people, perform “four services” duties well and solidify the foundation for benefiting people truly. Fourthly, we need to see the big picture and do a good job of human resources development for BAST in the new period. We need to enhance political guidance over scientists and technologists, and bring various resources down to the primary-level organizations such as scientists and technologists, staff, large-events, authorities and funding. We need to use the great results of the Party history learning and education to make a good start of the “14th five-year” plan period and lay a solid foundation for its success.
