In order to make BAST’s resources further available to primary-level organizations and allow BAST’s think tanks to better serve primary-level organizations and regional development, on the afternoon of December 23, BAST held a meeting on connection between specialized think tank bases and district-level decision consulting. Secretary of Leading Party Members’ Group of BAST Shen Jie attended the meeting and made a speech. 

Shen Jie pointed out that BAST has been made numerous efforts in promoting transformation of science and technology brainpower into decision makers of Party and government departments, and has substantially formed a specialized think tank system of “1+20+N” in practice, while district branches of BAST also are in good position to carry out think tank work, such that the initial establishment of think thank collaboration and interaction mechanism between the city and district levels ushered in a new pattern of decision consulting work of BAST. 

Shen Jie emphasized that promoting the innovation and upgrading of decision consulting is an inevitable path for the development of S&T think tanks and the inevitable requirement for serving the scientific decision making of Party and government, promoting innovative development of science and technology, integrating into the social government leading the social trends and uniting scientists and technologists to get involved in the main battlefield. All think bank bases and district branches of BAST are required to increase their political stance and shoulder the significant responsibility of BAST think tanks in the new era. The association for science and technology is a home away from home for scientists and technologists, required to become a vibrant, practical, warm and trustable home for scientists and technologists by gathering the intellectual power of sci-tech workers through think tanks and by enabling scientists and engineers to unleash their value.  

Sheni Jie required that the next step of BAST’s decision consulting needs to perfect the work system and build BAST’s decision consulting system with core competitiveness by revolving around three aspects: first, form an organizational work mechanism at the level of BAST that features unified and coordinated decision consulting work and common development; bring intellectual resources of think tank bases down to the primary-level organizations to form a work mechanism of effective combination between think tank bases and district-level resources; establish a collaboration mechanism of collaboration and interaction between city-level and district-level branches of BAST and organizations at all levels to gather more strength; second, take the lead to have voice heard on strategic arrangements of the central, capital and local government for development, ,provide constructive input in support of basic systems of full-scale innovation, investigate opinions, suggestions and appeals surrounding S&T innovation personnel, and make a difference surrounding emergencies and hotspots concerning industry and regional development. Third, always put human resources first, complete the cooperation channels, actively participate in the deliberation and administration of state affairs, build high-level forums and perfect the constructive input submission mechanism by taking the advantage of the construction of “two areas and three platforms”.  

Member of Leading Party Members’ Group and Vice President of BAST Liu Xiaokan made a full summary of the work on specialized think tanks. 6 entities of BAST including geo-information and smart city think tank base and Chaoyang District Association for Science and Technology made speeches surrounding decision consulting work experience, work results and development ideas. Letter of intent on cooperation was signed between BAST’s modern agriculture think tank base and Daxing District Association for Science and Technology, between BAST’s S&T development think tank base and Chaoyang District Association for Science and Technology, and between BAST’s geo-information and smart city think tank base and Tongzhou District Association for Science and Technology. In the future, both sides will engage in cooperative research, planning and design focused on important issues with regional development.

Heads of 30 think tank bases and key research fellows, main leaders of 16 district branches of BAST and related officers of Department for Research and Publicity of BAST and Beijing Science and Technology Education Center attended the meeting.
