On September 28, the 3rd Congress of Huairou Science and Technology Association opened. The meeting fully implemented the 19th National Congress of the CPC and the Second, Third, Fourth and Fifth Plenary Session of the 19th CPC Central Committee’s decisions. Focusing on Beijing Huairou Comprehensive National Science Center, this meeting closely centered on the "1+3" integrated development pattern and "five states" construction led by Science City. It has actively created an environment conducive to the improvement of the scientific quality of all citizens, the growth of scientific workers and the regional innovation and development. This meeting have contributed to the "gathering popularity and scientific research atmosphere" of Huairou Science City.

Shen Jie, Secretary of the Party Committee of Beijing Association for Science and Technology; Guo Yanhong, Secretary of the CPC Working Committee of Huairou Science City; Yu Qingfeng, Deputy Secretary of the District Committee, District Mayor and Deputy Secretary of Huairou Science City Party Working Committee; Peng Lixia, Director of the Standing Committee of the District People's Congress; and Chen Weicheng, member and vice chairman of the Party Group of Beijing Science and Technology Association attended the opening meeting.

At the meeting, Fan Xiaojuan, Secretary of the Party Committee of the Trade Unions of the District, delivered a congratulatory speech on behalf of mass organizations. Wu Yueliang, Academician of Chinese Academy of Sciences, theoretical physicist and district chairman of Huairou Science and Technology Association, made a work report entitled Concentrating scientific and technological wisdom to serve innovation and development; making new contributions to the construction of a comprehensive national science center on behalf of the association.

The report reviews the work of the past five years and indicates the overall guideline and key tasks for the next five years. In the past five years, science and technology organizations in Huairou have done a great deal of work in promoting scientific and technological innovation, stimulating talent gathering and decision-making consultation, pushing the development of science and technology into a new stage. At this new starting point, there are new opportunities for us to seize. Especially, a lot of scientific and technological workers stick to their initial aspirations and assume the mission, focusing on various fields such as the original innovation and applied research. They have devoted a lot of wisdom and painstaking effort to the planning, construction, management and operation of Huairou Science City. Their achievements are remarkable.

In the next five years, Huairou Science and Technology Association will vigorously implement the double-wheel drive strategy of "science popularization plus scientific and technological innovation" in accordance with the missions given by new development stage. The leading role of correct political consciousness is “fan handle”; the system of grass-roots associations, liaison system of representatives and committee members, systems of scientific and technological workers, scientific volunteer management system and commendation and reward system is the “fan bone”; improvement of the main academic exchange platform, creation of new brand of science popularization and communication, assistance to new development in rural revitalization, and cultivation of reserve army of science and technology composed by youths and teenagers is “fan cover”. At a higher starting point and with a higher level, the association will work in such a fan-shaped pattern so as to promote the construction of Huairou Comprehensive National Science Center and National Laboratory in Beijing to realize high-quality development.

Shen Jie, Secretary of the Party Committee of Beijing Association for Science and Technology, fully affirmed the work of the second Committee of the Science and Technology Association. She hoped that the association would insist on guiding the organization construction of the association with "Three Characteristics", promoting the organization construction of the association with "Three Types", deepening the organization construction of the association with "Four Services", and continuously promoting the deepening and systematical reform of the association.

In her speech, Guo Yanhong, Secretary of the CPC Working Committee of Huairou Science City, demanded all science and technology organizations and scientific and technological workers to improve their political consciousness, further strengthen the sense of responsibility and mission to promote scientific and technological innovation. They are all supposed to deeply understand the historical position of the work of the Scientific and Technological Association and strive to open a new situation of Huairou Scientific and Technological Association work in the new era. They should firmly grasp the functional orientation of the work of the Scientific and Technological Association, ensure that the cause of the Science and Technology Association continues to advance in the right direction and unite more closely around the Party Central Committee with Comrade Xi Jinping as the core. The spirit of Huairou in the new period, “Striving every day gains leap development in science”, should be carried forward according to the work deployment of the CPC Beijing municipal Party Committee and municipal government. They should continuously create new situation of Huairou Science Association career and scientific and technological work, and strive to make greater contributions to the construction of Beijing International Science and Technology Innovation Center under the leadership of "1+3" integration and development of Beijing Science and Technology Innovation Center.

On the afternoon of September 28, the 3rd Congress of Huairou Science and Technology Association successfully completed the agenda and closed successfully. 248 delegates attended this congress. Wu Yueliang, Academician of Chinese Academy of Sciences and theoretical physicist was re-elected as Chairman of Huairou Association for Science and Technology. The Congress deliberated and passed the Resolution on (Draft). The list of Chairman, Deputy Chairman, Vice Chairman, Secretary-General and Standing Committee of the 3rd Committee of Huairou Science and Technology Association was announced. Academician Wu Yueliang, re-elected Chairman of Science and Technology Association, said that the new committee of Huairou Science and Technology Association would work hard to serve scientific workers, innovation-driven development, improvement of the all citizens’ scientific quality and all work serving scientific decision made by the Party and government according to the deployment of the congress, and repay the trust of scientific and technological workers in Huairou with practical actions.
