On January 27, Deputy Director of the Office of IT Work Leading Group of CAST Qu Dacheng and his colleagues visited BAST for a field survey, where member of Leading Party Members’ Group and Vice President of BAST Meng Fanxing attended the panel discussion. Class-1 inspector of BAST Yue Hongzhi presided over the discussion meeting. 

At the meeting, Yue Hongzhi introduced the preliminary preparations for the “Digitalization of BAST” initiative and ideas about the next step. Qu Dacheng recognized the current work of “Digitalization of BAST” and introduced general details of the IT drive of CAST. Expert representatives from CAST elaborated on the objectives and planned structure of the construction project “Smart CAST 2.0”. Both sides engaged in exchanges and discussions about the next step of work. 

Meng Fanxing noted there are four imperatives in the implementation of “digitalization of BAST”: first, set up a complete business system, determine the inherent logic among business processes, and further empower the organization using digital means by encompassing the organization and its objectives. Second, always put people first and focus on the mission of BAST to constantly raise the level of digital cognition with a view to serving S&T workers. Third, further segment the business by form and list. Fourth, identify data assets and assertion of data ownership, carry out practice and exploration surrounding big data governance and effectively meet the huge needs for data governance that are brought about by digital transformation.
