I. Scope of Support

The Opinions applies to the legal entities of enterprises in information service, scientific research and technological service industries that are under regular operation in Dongcheng District. Dongcheng District will focus on encouraging the enterprise development of 5G mobile communication technology, big data, AI, Internet of Things, scientific and technological innovation, digital economy, intelligent finance, cultural technology, and other industries.

II. Main Content

The document covers four aspects: attracting enterprises to settle and develop in the District, providing support for enterprises to grow and become more competitive, encouraging enterprises to make independent innovations, and promoting the development of the industry cluster.

1. Attracting enterprises to settle and develop

First, Dongcheng District will provide incentives for enterprises that are newly established in or relocated to the District according to their operating revenue in the current year or the first full fiscal year. A qualification is added stating that the enterprises' operating revenue of the same year shall exceed CNY 30 million.

Second, Dongcheng District will provide rent subsidies for key enterprises that are newly established in or relocated to the District by year.

Third, Dongcheng District will provide financial support for enterprises that are settled in and have newly cultivated digital economy enterprises in the District according to the actual paid-in capital or investment amounts in the cultivation of new digital economy enterprises.

2. Supporting enterprises to grow and become more competitive

First, Dongcheng District will provide relevant incentives for enterprises located in the District whose annual operating revenue exceeds CNY 5 billion, CNY 2 billion, CNY 1 billion, or CNY 500 million for the first time.

Second, Dongcheng District will provide relevant incentives for enterprises according to the growth rate of the annual operating revenue in two consecutive years. A qualification is added that the enterprise's operating revenue of the same year shall exceed CNY 30 million.

Third, Dongcheng District will provide financial incentives for high-tech enterprises that have received equity investments of CNY 50 million or above from equity investment management agencies equivalent to one percent of the received investment amounts.

Fourth, Dongcheng District will provide one-off incentives for enterprises that, for the first time, have been selected in the list of China's Top 100 Leading Internet Enterprises or Top 100 Software Companies by Sales Revenue in China.

3. Encouraging enterprises to make independent innovations

First, Dongcheng District will provide relevant incentives for the R&D investment, registration amount of technology contracts, commercialization of scientific and technological achievements, and obtained science and technology awards and national-level high-tech enterprise certification of enterprises in the District.

Second, Dongcheng District will provide one-off incentives for newly recognized enterprise academician workstations, state key laboratories, engineering laboratories, engineering (technology) research centers, and Beijing engineering laboratories and engineering (technology) research centers.

4. Promoting the development of the industry cluster

First, Dongcheng District will provide relevant incentives for the operation and management agencies of newly recognized national-level technology business incubators and maker spaces.

Second, Dongcheng District will provide financial subsidies for property ownership departments or operation agencies of industrial parks that hold international or national innovation and entrepreneurship competitions according to the actual cost of competitions. The District will also provide relevant incentives for science and technology projects that are awarded first, second, or third prize in international or national innovation and entrepreneurship competitions and have settled in the District.
