(I) Strengthening two leading industries

Rail transit

Fengtai District will actively promote the innovative development of downstream high value-added sections in rail transmit operation and maintenance by focusing on key parts such as the communication and control system of rail transit and rail transit vehicle assembly. It will set up the Fengtai Mode of the whole chain development for the rail transit industry and build an innovative industrial cluster with international influence in Fengtai District.

(I) Establishing four high-end, precision, and sophisticated industrial clusters

1. Science and technology core—Fengtaiyuan East Area of Zhongguancun

● Taking the rail transit industry as the core, Fengtai District will make full use of the guiding role of leading enterprises and foster the coordinated development of innovation-oriented micro-, small and medium-sized enterprises (MSMEs) while focusing on the industrial and innovation chains.

● Fengtai District will facilitate the development of key projects such as the aerospace innovation center to attract enterprise headquarters and innovation R&D institutions in the fields of aerospace, new-generation information technology, intelligent manufacturing, pharmaceutical and health industry, and new materials to settle.

● Fengtai District will make good use of the remaining land and advance the form upgrading of inefficiently used spaces. It will also establish a batch of innovation carriers such as incubators, accelerators, and industrial communities, and complete the ecological system for industrial innovations.

2. Digital and intelligent innovation zone—Fengtaiyuan West Area of Zhongguancun

● Fengtai District will overcome its shortcomings in facilities, improve the comprehensive industrial carrying capacity, and boost the integrated and innovative development of the Fengtaiyuan West Area of Zhongguancun.

● Fengtai District will establish Beijing Garden Expo Digital Economy Industrial Park, lay the foundation for digital technology innovations, and support integrated innovation and application of new-generation information technology.

● Fengtai District will speed up the development of major projects such as the rail transit innovation base, complete supporting facilities in the industrial parks, and attract major technological innovations in rail transit and aerospace to be implemented and commercialized.

● Fengtai District will support the integration of scientific features in Zhongguancun and the culture of the Xishan Mountain Yongding River cultural belt. It will also support the development of sub-sectors such as cutting-edge film and television technology, audiovisual new media of network, and animation and games.

3. Emerging financial park—Lize Financial Business District

● Fengtai District will focus on digital currencies, regulation, assets, and other key fields, support the development of digital finance institutions such as the National Digital Financial Technology Testing Center, and give impetus to the implementation of national key technological R&D and scientific research achievements.

● Based on the city terminal of the Lize Financial Business District, Fengtai District will strengthen its key role in connecting hubs such as Daxing International Airport. Fengtai District will boost innovation and entrepreneurship incubation, new types of R&D services, and the science and technology service industry to cultivate new models and forms of business.

● Fengtai District will establish and complete the digital finance ecosystem and comprehensively foster the layout of the industrial chain and the construction of digital finance scenarios to enhance the global impact of the Lize Financial Business District.

4. Opening-up demonstration zone—a new business district of the capital

● Taking the high-standard and high-level establishment of a demonstration and leading area to guarantee the city’s functions as the national capital in the new era as the goal, Fengtai District will launch the development of a pilot demonstration area and build a new business district of the capital with worldwide attention.

● Fengtai District will actively develop the science and technology service industry, including intellectual property services, technology transfer and trade. It will cultivate the digital creative industry, headquarters economy, building economy, and high-end businesses to develop new models and forms of business and promote the deep integration of industries. The District will gather international organizations, multinational company headquarters, and professional institutions to establish an international culture and technology integration demonstration zone.

(II) Promoting cross-regional collaboration of R&D and high-end manufacturing

Fengtai District will give full play to its innovative resources to establish a cross-regional industrial cluster led by the R&D and innovations of Fengtai District and under the collaboration of high-end manufacturing in the Beijing Economic-Technological Development Area, Fangshan District, and Daxing District.

● Fengtai District will follow the national innovation strategy and the manufacturer of quality strategy, give full play to central state-owned enterprises (SOEs) and strive to attract major national scientific and technological projects to be designated and implemented in the District.

● Fengtai District will facilitate collaborative research and make breakthroughs in common key technologies and techniques, key parts, and system integration technology of upstream and downstream enterprises of the rail transit and aerospace industries, as well as other leading enterprises.

● Fengtai District will implement an open competition mechanism to address bottlenecks in technologies and key and core technologies and develop strategic innovation products.

Reinforcing innovation service system

● Fengtai District will support the development of new-type R&D institutions such as innovation consortiums and industrial technology research institutes, and facilitate the settlement of the national industrial technological innovation center.

● Fengtai District will support central SOEs to establish high-level innovation carriers and platforms for the commercialization of research achievements. It will also help set up the aerospace collaborative innovation institution and other high-level innovation carriers.

● Fengtai District will support leading enterprises to organize pilot test and intermediate test platforms for innovation achievements and encourage information transparency, openness, resource sharing, and collaborative use of large-scale scientific research instruments and equipment.

● Fengtai District will establish platforms for the industrialization of major scientific and technological innovations and form smooth channels for the creation, commercialization, and industrialization of application-oriented scientific research achievements.

● Fengtai District will support state-owned enterprises to invest and set up professional and high-end, precision, and sophisticated industry incubators and accelerators with non-governmental capital.

● Fengtai District will actively cooperate with innovative enterprises in Zhongguancun Science City, Huairou Science City, and Beijing Future Science City and make plans to achieve innovative collaboration with Haidian and Chaoyang districts. Through project and investment collaboration, and cross-regional benefit-sharing, Fengtai District will commercialize and implement more major scientific and technological innovations in the region.

● Fengtai District will form a cluster for unicorns and build a platform for their settlement and development.

● Fengtai District will support leading enterprises to contribute to fields where China's technical capacity and product performance are in a globally leading position and focus on irreplaceable technologies in advance. It will also support these enterprises to reserve and commercialize a batch of innovative technologies and advanced products.

Pushing supplementation and enhancement of the industrial chain of key industries

● Fengtai District will research and formulate the comprehensive development layout and routes for rail transit and aerospace industries. It will also provide a top-level design for targeted investment attraction of the high-end, precision, and sophisticated industrial chain.
