Recently, the State Council of the People's Republic of China has approved the Work Plan of Beijing for Deepening Development of Integrated National Demonstration Zone for Opening up the Services Sector (hereinafter referred to as the 2.0 Plan of Demonstration Zone). Beijing held a press conference on the working plan of the demonstration zone for expanding opening-up in the services sector 2.0. Ye Xiaomin, a member of the Party Committee and Deputy Director of the Beijing Municipal Health Commission, stated that Beijing will strengthen international cooperation in the medical field and continue to support eligible doctors from foreign countries, as well as those from Hong Kong SAR, Macao SAR, and Taiwan to establish clinics in Beijing.
Ye Xiaomin explained that the 2.0 Plan of Demonstration Zone focuses on various aspects of the medical service field, including research and development at the forefront of medical fields, co-building and sharing medical data, international exchanges and cooperation, and preventing security risks.
The 2.0 Plan of Demonstration Zone aims to promote clinical research and the use of innovative medicines, further support eligible medical institutions in conducting clinical trials for stem cells, and participate in international cooperation in the research and development of stem cells and genetics. It also aims to accelerate the clinical use of eligible innovative medical devices.
The 2.0 Plan of Demonstration Zone advocates for the establishment of a new model for co-building and sharing health and medical data, focusing on the application scenarios of medical insurance, medical care, and pharmaceuticals. It emphasizes the standardization of clinical medical data and inter-hospital openness and connectivity. The working plan also explores the construction of a secure and trustworthy data-sharing space, encouraging the import and integrated application of health data from multiple sources.
In the international cooperation of the medical field, Beijing will continue to support eligible doctors from foreign countries, as well as those from Hong Kong SAR, Macao SAR, and Taiwan to establish clinics in Beijing. It will implement health cooperation projects under the Belt and Road Initiative of International Cooperation Project on Health and Wellness and World Health Organization Collaborating Centers. Additionally, it will establish an international comprehensive service platform and an online trading platform for traditional Chinese medicine, and support enterprises in expanding into the international market.
