The 2024 Beijing International Talent Development Report (Blue Paper) was originally released by the Beijing International Talent Exchange Association a few days ago, along with the first Beijing International Talent Development Forum and its series of events. According to the Blue Paper, more than 22,000 foreign talents are now in long-term employment in Beijing.
The international talents mentioned in the Blue Paper refer to overseas talents, especially foreigners holding a Foreigner's Work Permit in China.
Despite the relatively small total number of international talents in Beijing, the quality of these talents has increased, and the structure is continually being optimized to keep up with contemporary trends in international talent development. In 2023, the proportion of foreign talents with master's and doctoral degrees accounted for more than 40%. Half of the foreign talents in Beijing served in administrative and teaching positions, and 80% was distributed in the Chaoyang, Haidian, Shunyi, and Dongcheng districts. In particular, more than half of the foreign talents were in Chaoyang District.
